Borough Summary: Typical development in the Borough can be characterized as
Low Impact when it comes to analyzing the effect of excess stormwater on the
natural drainage features present. As such, the typical approach to
stormwater management would be to allow the natural features of the
landscape to accommodate the excess stormwater created from the introduction
of impervious surfaces to sites. These impervious surfaces would typically
be roof areas, patios and other paved areas on an individual site. It is
when the excess stormwater is routed to streets and not the natural drainage
features that the collective impact can affect downstream property owners.
The addition of the rock sump detention facility for on site control of
excess stormwater as a design tool could assist in mitigating the collective
effect of excess stormwater on the drainage feature. Evidence of this
problem has been observed in limited instances within the Borough. Two come
to mind, the first is along the western side of Wexford Run Road, a second
is at the northeast corner of Bradford Road and Centervue Road, a third is
the property west of the Reserve on Bradford Road, and finally the property
at the northeast corner of Bradford Road and Willow Road. Z:\Bradfordwoods

Stormwater Detention System for Small Project Areas DEFINITIONS ROCK SUMP
DETENTION SYSTEM: The system is an in-ground assembly of stone set inside an
impervious membrane with piping to allow stormwater collection and
subsequent release at a controlled rate of release. The system shall include
a distribution structure and an outlet structure. IMPERVIOUS: A surface
where the coefficient of water absorption is 0.95 or greater. This
correlates to a surface from which 95% of the stormwater striking the
surface is NOT absorbed. DESIGN CRITERIA The use of a rock sump is one of
several alternatives that may be appropriate for small project area
developments. A small project shall be defined as an impervious surface area
of under 3000 square feet. This can be further divided for purposes of the
sump design as impervious surfaces of less than 400 square feet and 400
square feet to 3000 square feet. For our purposes it is assumed that the
limit of 3000 square feet reflects the maximum impervious surface area for a
project expected to be encountered within the Borough. Site conditions must
also be considered when determining the suitability of a sump for stormwater
control. Parameters that will influence the decision on selecting a rock
sump for stormwater control include: • Soil type: Is soil type or condition
suitable for sump. Will rock be encountered? • Slope: Does site allow for
natural release of stormwater into suitable natural drainage features •
Discharge location: Is there a suitable location to discharge the stormwater
without negatively impacting neighboring properties • Basement Elevation:
Elevation of occupied spaces and the introduction of the sump could be
problematic. • Offsite stormwater conveyance systems: Where is the retained
stormwater going to be released to? This will most likely be a natural
drainage feature within the Borough. Where it is determined that a rock sump
is appropriate, the following procedure is designed to provide a fast,
simple method to determine the rock volume and orifice size required to
provide adequate stormwater control for small projects. In order to develop
a practical solution for this type of design, several qualifying assumptions
are necessary to set the limits for which the procedure is applicable. Those
limits were designed to incorporate the type of situation most often
encountered. In general, the following conditions must be satisfied in order
for the use of rock sumps to be appropriate. • The project area, meaning the
impervious area of roof or other hard surface areas, contributing to the
volume introduced to the sump is more than 400 square feet in area and less
than 3000 square feet. This shall be measured from a horizontal plane above
the surface considered. • To minimize the sump size, excess stormwater from
impervious surfaces should be collected and conveyed to the sump in separate
drainage systems. If excess stormwater from impervious surfaces is not
isolated, the sump must be designed for the entire area that will be
contributing to the detention system. This type of approach Z:\Bradfordwoods

stormwater to the open grate of the distribution structure as shown on the
drawings. • The rock sump must be designed according to the attached
drawings. • If the impervious area is less than 400 square feet, the
alternate infiltration sump design as shown on the drawings should be used.
SUMP DESIGN SIZING PROCEDURE Use the following procedure to design the rock
sump. 1. Determine the area of the impervious surfaces that will be
collected and conveyed to the sump. This can be accomplished by calculating
the surface areas from a plan view of the structure and any hard surfaced
landscape areas that do not have a natural drainage feature to release
excess stormwater to. 2. Enter the sizing table and determine the volume of
the sump required. 3. Continue across the table to determine the size of the
release orifice. 4. Determine the sump dimensions based upon site topography
and surface features. 5. Design the sump in accordance with the parameters
shown on the drawings giving special attention to the size of the
distribution and release structures, the stone specification, the membrane
type and the piping. MATERIAL SPECIFICATION SUGGESTIONS Stone: AASHTO No. 57
