Village - Rules & Regulations - Please
note that these rules and regulations are covenants under the Village
Association and are not to be confused with the Bradford Woods Borough
Ordinances. The Village is a Planned Residential Development that has
rules and regulations other than Borough Ordinances for those living within
this PRD.

HOMEOWNERS ASSOCIATION
ABSTRACT OF COVENANTS, CONDITIONS AND RESTRICTIONS
SEPTEMBER 2003
Introduction:
The purpose of this document is
to capture the essence of the “Association” documents all property owners
agreed to when purchasing a home in the “Village”.
All homeowners, buying and owning property in the Village of Bradford Woods
are subject to the easements, covenants, conditions, restrictions, liens,
and charges contained in the “Declaration of Covenants, Conditions and
Restrictions” applicable to the “Village Plan of Lots in the Borough of
Bradford Woods, PA.” including amendments:
Governing Bodies:
• Homeowners Association Board of Directors
• Townhomeowners Association Board of Directors
Key Definitions:
• Owner of Property: Person or persons owning property in “The
Village”
• Association: The group of owners of single family homes and town
homes in the “Village”. Every owner of a home shall be a member of
the Homeowners Association.
• Common Areas: All real property owned by the Association for the
common use and enjoyment of the “Owners”.
• The Architectural Committee: Shall consist of members appointed by
the Association’s Board whose duty is to consider and act upon any and all
proposals or plans put forth by individual owners to ensure that all
improvements constructed on the properties conform to plans set forth in the
covenants and rules, as well as, additions and changes recommended by the
Architectural Committee, and approved by the Homeowner’s Board of Directors.
Rules, Regulations & Responsibilities
• Property owners will insure that no building, decorative fence, wall,
addition, porch, patio, structure or other exterior changes or improvements
shall be commenced, constructed, erected, placed or maintained upon their
property without prior written approval from the Architectural Committee.
• The Architectural Committee, with Homeowner Board approval, may, from time
to time adopt, amend and repeal rules and regulations. Said rules shall
interpret and implement the standards and procedures for Committee review
and the guidelines for architectural design, placement of buildings,
landscaping, color schemes, exterior finishes and materials and similar
features, which are recommended for use within the properties. The Committee
will keep all property owners informed of proposed changes.
Other specific restrictions:
1.The exterior of the building erected on said lot shall be constructed of
brick, stone or frame or other comparable materials. Said material shall
extend to grade. No concrete block, unless stuccoed, shall be permitted to
extend above the finished grade on outside walls.
2. Land herein conveyed shall be used only for the purpose of a private
residence. It is expressly stipulated, understood and agreed that no part of
the land herein conveyed shall be used for commercial or industrial
purposes.
3. All driveways shall be constructed of asphalt material, shot and chip
asphalt with 6” base, concrete, or other approved comparable material. The
driveways shall be at least eleven feet wide. There shall be no stone or
gravel driveways or parking areas.
4. All roofs shall be constructed of tile, slate, cedar shakes or other
approved roofing material which shall maintain the quality appearance
compatible with the essential character of the Plan.
5. Sidewalks from the street or driveway to the front door of each residence
shall be of concrete with a 3” minimum thickness and a 42” minimum width.
Concrete sidewalk and steps shall be poured in place. Other materials and
construction shall be subject to approval by the Architectural Committee.
6. Walkways and/or bikeways shall be located in the common green space to
the side and rear of some lots.
7. Mailboxes and posts and outside lamp posts shall be of an approved design
and in working order.
8. Playground equipment, if installed, shall be located to the rear of each
residence.
9. No outbuildings (i.e. detached garages, tool sheds, detached greenhouses;
dog houses, children’s playhouses, gazebos, or any other free standing
shelters) shall be permitted on any lot.
10. No swimming pools, tennis courts, paddle tennis courts, badminton courts
or the like shall be permitted on any lot.
11. Tree removal on all lots shall be limited to those, which are dead or
pose a danger or threat to person or property, unless otherwise approved by
the Architectural Committee.
12. Exterior painting colors shall be approved to maintain a harmony with
the natural surroundings and character of the Plan.
13. Rubbish and garbage cans shall be kept out of sight.
14. An electric garage door operator will be required for each door, and
doors will be kept closed except when entering or leaving the garage.
Common Areas – Landscaping, Walkways, Walls, Ponds & Signs
The Townhomeowners and Homeowners’ Associations will maintain landscaping,
common walkways, retaining walls, landscaping ties, ponds, entry piers, and
signage.
Owners may plant flowers in common areas, but the owners must maintain them.
Landscaping may not be altered in common areas and no shrubs, trees or
ground cover may be removed.
Pets – Dos, Cats, etc.
1.All regulations are intended to cover dogs, cats, reptiles, or any other
living “pet” which could infringe upon the peace and comfort or other
residents.
2. Pets must be kept on a leash when not on their owner’s property.
Violators of the Borough leash ordinance are subject to a $600 find plus
costs.
3. Pets may not be let unattended on decks or enclosed porches for extended
periods.
4. When walking pets you must carry means for cleaning up after them. The
leaving of your pet’s dropping is strictly prohibited and will subject the
habitual violator to fines established by the board.
5. When outside the home all cats must be “belled” to protect birds and
other small animals.
Speed Limits
The speed limit within the village is 15 mph, no exceptions.
Visitor Parking
Common parking areas are intended for occasional short-term use only. Their
primary purpose is for visitors and repair service people. People who
habitually violate this intended purpose may have their vehicle towed, at
their expense, with or without notice.
Overnight parking on “Village” and other Borough roads is strictly
prohibited.
Borough Zoning & Building Ordinances
The covenant, conditions & restrictions outlined above are in addition to
and/or are in support of the Borough of Bradford Woods zoning and building
ordinances.
